MURDER
1. Murder of any upper class citizen is to be punishable by death, typically by hanging.
2. Murder of any lower class citizen is to be punishable by a fine of 5000 gold and x years' jail time. X may be decided by nation or on an individual case by case bases, but can be no less then 10 years. 1000 gold will be kept by the nation and the other 4000 will be sent to the empires' treasury.
3. Murder of a non-citizen is punishable by a 500 gold fine.

ASSAULT
1. Assault on any empyreal citizen is to be punishable by at least 6-12 months in prison and payment of any bills that the injured person may have incurred.
2. Assault on anyone employed by the Empire of Iuz is to be punishable by a 1000 gold fine, and at least 6-12 months in prison.
3. Assault on an empyreal guard or official is punishable by death, typically by beheading.

THEFT
1. Theft of up to 1 GP will pay a fine of twice the amount that they stole.
2. Theft of up to 1 GP a second time will be punished by a fine of three times the amount that they stole plus the removal of a finger.
3. Theft of up to 10 GP will pay a fine of ten times the amount stole, removal of a pointer finger.
4. Theft of up to 100 GP will pay a fine of ten times the amount stole, removal of both pointer fingers.
5. Theft of up to 1000 GP will pay a fine of ten times the amount stole, six months of hard labor in the ? Mountains.
6. Theft of greater then 1001 GP or greater is punishable by fine of ten times the amount stole, six months of hard labor in the ? Mountains, plus removal of the right hand at the end of their time in the ? Mountains, or execution, typically by beheading.
7. These laws only apply of citizens of the empire; individual nations may apply these laws to non-citizens or put them to death.

KIDNAPPING
1. Kidnapping is to be punishable by a 100 GP fine and jail time of no less then six months.
2. Kidnapping of a noble is to be punished by execution, typically be beheading.

RAPE
1. Rape of a non-citizen is punishable by 3 years in a hard labor jail.
2. Rape of a lower class citizen is punishable by 6 years in a hard labor jail and a 100 gold fine.
3. Rape of an upper class citizen is punishable by 10 years in a hard labor jail, 100 gold fine, and removal of genitals.

CONSPIRACY
1. Conspiracy against the crown is punishable by death, by burning at the stake and then decapitation.
2. Conspiracy against the leader of a nation is punishable by a life sentence in jail or by laws of that nation.
3. Conspiracy to commit a crime is punishable by the punishment of the crime that was to be committed.

BREAKING AND ENTERING
1. Breaking and entering is punishable by 6 months imprisonment plus paying for any damage done to the property entered.
2. Breaking and entering on Empire property is punishable by 5 years of hard labor jail.
3. The use of lock picks during breaking and entering adds the removal of the person's pointer finger.

THREATENING
1. Threatening someone with physical harm is punishable by a 1 gold fine and 24 hours in jail.
2.  Threatening an Empyreal officer with physical harm is punishable by a fine of 100 gold and jail time of one year.
3. Threatening a member of a royal family, of the High Counsel, or the High Guard is punishable by 1000 gold fine and five years hard labor jail.


TRESPASSING
1. Trespassing is punishable by a fine of no less then 5 gold and no more then 100 gold.

ARSON
1. Arson is punishable by three years of jail time, plus paying any damages done
2. Arson of an Empyreal building is punishable by a fine equal to the cost of the building and every thing in it, plus 3 years hard labor jail time.
3. Arson of any kind by a non-citizen is punishable by execution, typically by burning at the stake.

DESTRUCTION OF PRIVATE PROPERTY
1. Destruction of private property is punishable by a fine equal to the cost of the destroyed property and jail time equal to one day per a gold piece value of the item.

DESTRUCTION OF EMPYREAL PROPERTY
1. Destruction of Empyreal property up to a value of 100 gold is punishable by a fine of twice the value of the destroyed item and jail time equal to twice the items gold piece value.
2. Destruction of Empyreal property greater then the value of 100 gold is punishable by execution, typically by hanging.

CONTRABAND
1. The following items are banned everywhere in the empire.

GAMBLING
1. gambling is allowed only in empire sanctioned locations.
2. Running a gambling ring outside of the law is punishable by 6 months of jail time and a 100 gold fine.
3. Gambling at a non-sanctioned location is punishable by a fine of no less then 10 gold.

PUBLIC DRUNKENNESS
1. Public drunkenness is punishable by an over night stay at jail and a 1 gold fine.
2. This crime is to be punished without a court hearing.

PUBLIC NUDITY
1. Public nudity is punishable by being placed in a public stockade for 24 hours and then a 1 gold fine.
2. This crime is to be punished without a court hearing.
        
DISORDERLY CONDUCT

HARASSMENT OF LAW ENFORCEMENT
1.  Harassment of a law enforcement officer is punishable by a 50 gold fine and an overnight stay in jail.
2. This crime is to be punished without a court hearing.

CONSORTING WITH FIENDS
The crime of consorting with fiends is treated similar to heresy. Those who have any friendly contact with fiends (any outsider from the lower planes) or worship evil deities are consorting with fiends. The only evil worshippers of a deity who are not accused of consorting with fiends are the heretics of Pholtus in Dimre. Those guilty of consorting with fiends are burned at the stake and their ashes are scattered to the winds. All of their equipment and wealth is also confiscated by the church.


PROSTITUTION
1. Prostitution is legal within the empire, but must be run as a business just like any other job so that it may be taxed. Individual nations may choose to ban prostitution.

SALES LICENSE
1. A sales license is required to sell anything within a city of the empire, unless your selling at a certified buyer location.
2. Certified buyers may buy and sell goods within their store.
3. You may apply for a sales license and a Certified buyers license at the city hall of the town your in.
4. Caravan merchants should apply for a traveling merchant license at any city hall.
5. Selling goods with out a license is punishable by lose of all goods and a week in jail.

MARRIAGE
1. Marriage must be completed by an empyreal certified priest.
2. Upon marriage husband and wife's belongings become one.
3. A will can be written by either the husband or wife, but unless both are killed only 20% of total ownings can be left to a non spouse.
4. If the wife commits adultery then the husband can file for divorce and receive 100% of the household assets.
5. Divorce can only be started by the husband, by filling out forms at their local city hall, if living in a village without one he will need to head to the closest city.  A husband does not need his wife's permission to get a divorce.
6. When divorce papers are complete all assets are split 50/50 if there are arguments about the dividing of belongings then a court hearing can be set to hear out the arguments.

MAGIC USE DURING A CRIME
1. Using magic during a crime will be punishable by receiving a Bind Rune of antimagic field (until death), having any jail time changed to hard labor jail, and any fine quid tripled.
2. Use of arcane magic during a crime is punishable by execution and then receiving a Bind Rune of antiresurrection for a time of 20 years.

UNABLE TO PAY FINE
Anyone unable pay a fine will do jail time equal to one day per a copper piece of the fine. Or the person can do one day per a gold piece of the fine if he chooses to go to a hard labor Jail.

Upper class and lower class citizen's DEFINED.
All citizens must be registered at birth by the Empire. Any one, of any race not registered is considered non-citizen.
Upper class citizens are any one registered that comes from the following races. Humans, High Elves, Wood Elves, Dwarves, Half Elves, Orcs, Half Orcs.
Lower class citizens are any one registered that comes from the following races. Gnomes, Haflings, Drow, Non-spell casting Feidren
Non-citizens are any one not of the above mentioned races or anyone who has not registered with the empire.

EXECUTED BELONGINGS
Anyone put to death for their crimes or killed by any official of the Empire will have their belonging taken by the Empire. 10% of this amount will be given to the nation that caught the criminal. If the criminal had a wife, husband or children that are still minors then 50% of the criminal's belongings will remain with the family and the rest will go to the Empire.

FEIDREN ELVES
1. Any Feidren elf who learns arcane magic must report to the capital city of Greyhawk immediately under penalty of death.
2. No Feidren may ever have a government job or position.

APPEALS
Anyone disagreeing with the sentence handed down to them by a city or national court may appeal to the Grand Court of Iuz. To do so you will have to pay a 1000 gold fee to have the court look over your case. Then if the court finds your appeal is worthy of their time you will be brought before them. The Grand Court of Iuz is final in all its rulings

PARDONS
Iuz, the King of the Empire of Iuz may pardon any one of their crimes. In doing this the person will be released from jail if held, be regenerated of any wounds inflicted from his sentencing, repaid any gold he was fined, and raised from the dead if executed.

SELF DEFENSE
Self defense is defined as protecting yourself or someone you know against injury or death from and attacker. In such a case one must attempt to flee if able and alert the guard to the trouble. If fleeing or getting a guard is not possible then use of deadly force to protect oneself is allowed only if the defender feels his life or the life of someone he knows is in jeopardy.
